Walter B. Palmer, III, vice president of the Caroline County Board of Education, was recognized at the 2016 Maryland Association of Boards of Education (MABE) conference for successfully completing MABE's Leadership II Program.
Leadership II is a component of MABE's Board Development Program. It is comprised of a leadership project, participation in several book-based seminars, leadership in MABE committees and activities, and completing coursework on topics including communication, policy development, school system budgets, facilitating meetings, legislative skills, and school system governance.
In praising graduates of the professional development programs, MABE Executive Director Frances Hughes Glendening, stated, "Excellence in the classroom begins with excellence in the boardroom. Professional development is an important part of board service, expanding the member's knowledge of educational issues and deepening their understanding of the art and science of leadership."

Also, during the MABE conference, Board member C. Tolbert Rowe was sworn in as a member of MABE's board of directors.
